Region 2 Manager | State of Oregon | Salem, OR
The Oregon Department of Transportation (ODOT) has an exceptional
opportunity for an experienced leader to serve as the Region 2 Manager
in Salem. This position will lead the development, design,
implementation, and enhancement of the complex multi-modal
transportation system for a nine county area in the Willamette Valley as
well as the central and northern Oregon Coast. The Region 2 Manager
serves as a member of the State's Executive Service Team in an at-will
appointment at the discretion of the Director.
Region 2 is one of five Highway Regions within ODOT and is responsible
for project selection and delivery, planning, operation, and maintenance
of state highways, related transportation facilities and buildings in
the five southwest counties of Oregon. The Region employs a workforce of
approximately 570 to plan, design, maintain, operate and oversee the
construction of state highways and provide support to local governmental
agencies in their programs to maintain their highways and local road
systems.
The Region 2 Manager will provide administration and supervision for all
transportation facility activities within the geographic region, and
support for other organizations with the Department of Transportation.
The position will lead the region in working with officials and
technical staffs to ensure the development and implementation of short
and long term transportation plans for the Clatsop, Tillamook, Lincoln,
Coos, Yamhill, Polk, Marion, Benton, Linn and Lane counties.
Provide direction and leadership to agency staff in the areas of plan
development, project design, contract construction, and ongoing
maintenance to ensure quality results in the most cost effective manner.
Lead the region's management team in broad policy areas pertaining to
personnel management, training, safety, affirmative action, and related
areas.
Provide leadership and direction to assure that vision and policies of
the Department and the Oregon Transportation Plan are realized within
the Region's geographical areas.
Lead the geographical region in working with officials and technical
staffs of affected jurisdictions to develop and insure the development
and implementation of short- and long-term transportation plans.
Coordinate and build consensus among various local and regional
governments, business and industry, and special interest groups on
transportation policies and projects within Region and State.
Conduct and participate in public meetings and hearings. Serve as
chairperson for meetings and hearings officer for hearings that allow
officials and the general public access and input to transportation
activities.
Represent the Region to the general public, media, Transportation
Commission, state Legislature, and other elected and appointed officials
at the local, state, and federal level.
Serve as ODOT spokesperson regarding the activities of this geographical
region on all phases of transportation work. Communicate in person, over
the telephone, and in writing to region 'customers'; draft written
statements for ODOT administration or Governor's Office in response to
questions, complaints, or other requests.
Minimum Qualifications:
Eight years of management experience in a public or private organization
which included responsibility for each of the following: a) development
of program rules and policies, b) development of long- and short-range
goals and plans, c) program evaluation, and d) budget preparation.
A valid Professional Engineer's (PE) license in Civil, Structural, or
Transportation-related engineering is preferred.
